Marchers on Sunday to focus on workers, migrants

See change in impounding of vehicles of undocumented

Organizers of an International Workers Day rally this Sunday in downtown San Diego are calling for changes to the city's policy of impounding the vehicles of unlicensed drivers, which they say unfairly targets undocumented immigrants.

Undocumented immigrants are not able to legally obtain a license in California. When their vehicles are impounded, their vehicles are kept for up to 30 days and they must pay fees to have them released.

"We need a car to go to work," said Adriana Jasso, a long-time community organizer in a press release.

"The state will not allow us to apply for a driver's license and the city is making a bundle by confiscating our vehicles.

"It's just not fair for working people to be bailing out the city and giving towing companies huge profits," Jasso said.

The City of Los Angeles changed its rule on impounding of vehicles at sobriety checkpoints last month after immigrant groups complained. Police now attempt to contact the registered owner of a stopped vehicle and if that owner is a licensed driver who can get to the scene in reasonable time the car will be released to them, according to the Los Angeles Times. The unlicensed driver will still be cited.

San Diego Police Officer Mark McCullough said his department is not considering any change to its impounding policy.

"The way we do our (sobriety) operations, it's fair and equal across the board," McCullough said.

Police at sobriety checkpoints do not ask to see driver's licenses unless the driver is referred to a secondary inspection area because he or she is believed to be under the influence.

He said people without driver's licenses are a risk on the road because they are likely to flee if they are involved in accident.

May Day activities Sunday will begin at 11 a.m. at Chicano park, where a march is to begin toward Civic Center downtown.

A separate march, also toward Civic Center, will begin at noon at the Centro Cultural de La Raza in Balboa Park.

Hundreds of marchers are expected to participate in the 3 p.m. Unity Rally at Civic Center.

The San Diego & Imperial Counties Labor Council, the Interfaith Committee for Worker Justice and Union del Barrio are organizing the activities.
