Mayor Ismael Burgueño establishes strategic public security and citizen protection cabinet in Tijuana

Some of the members of this cabinet are the Secretary of Security, Juan Manuel Sánchez Rosales; Lieutenant Colonel Julián Leyzaola Pérez, as Security Strategy Advisor of Tijuana; and the Secretary of the Government, Arnulfo Guerrero León

This Monday morning, October 14, the mayor of Tijuana, Isamel Burgueño Ruiz, created the Strategic Security and Citizen Protection Cabinet whose goal is to guarantee public security and social harmony in Tijuana with crime prevention actions and strategies defined by interinstitutional coordination.

"Evaluations and analyses will be key to making well-informed decisions, we are even talking about developing security programs, designing citizen security campaigns, including promotion of community participation. Plus, we will strengthen the training and professionalization of security forces," the mayor said emphasizing that in this process, assessments and accountability will be crucial.

He emphasized that with the establishment of this cabinet the foundations have been laid for a safe Tijuana as a comprehensive strategy for this municipality will be defined by being based on a humanistic approach, with intelligence and a preventive focus.

"We want Tijuana to be a reference regarding preventive matters, therefore, we need to dignify our police officers and make sure that they have the necessary technological tools. Only with the coordination of the three levels of government will we be able to guarantee good results. I call on you that from your position you do what you must do with dedication, discipline, determination, and service vocation because security is everyone's responsibility," Burgueño Ruiz stated.

For his part, the Secretary of Municipal Security and Citizen Protection, Juan Manuel Sánchez Rosales, explained that the Police and Civic Justice establishes what the guidelines that the Municipal Police must have are, with a focus on crime prevention work while including investigation, intelligence, and analysis actions. As such, he pointed out that they will work on strengthening these units while also strengthening the skills of this agency's members.

He emphasized that in the strategic pillars included they will address gender violence alerts while also saying that they will also be working on intelligence and social proximity work.

"Following orders by Mayor Ismael Burgueño, the main pillar will be to give dignity to personnel, attempting to improve the institution. We will be working in the next few days asking for members of this cabinet to cooperate so that, through their experience and knowledge of the municipality's security matters, they tell us what should be added to the strategy in their judgment," Sánchez Rosales said.

Meanwhile, the Security Strategy Advisor of Tijuana, Lieutenant Colonel Julián Leyzaola Pérez, stated that each change in authority creates in people an expectation that the new arrivals should always be better.

He also said that this creates expectations in criminals that new arrivals are better than the ones that left and that they can establish strategic actions and programs whose goal is to get rid of crime.

"I believe that we have to give people what they are asking for with their vote and make of this team the best one in the history of Tijuana. For Tijuana, I invite everyone to make an effort to recover our city," Leyzaola Pérez stated.

The mayor as the one in charge of the Strategic Municipal Security and Citizen Protection Cabinet sworn in its members: the Secretary of Municipal Security and Citizen Protection, Juan Manuel Sánchez Rosales, Technical Secretary; the Secretary of the Government, Arnulfo Guerrero León as Agreement Coordinator; Teresita de Jesús Balderas Beltrán, Attorney Representative; Lieutenant Colonel Julián Leyzaola Pérez, Security Strategy Advisor of Tijuana; Ranier Alejandro Falcón, Councilor President of the Citizen Security and Civil Protection Commission; Juan Carlos Hernández Herrera, General Director of Municipal Police and Traffic; Alejandro Rivero Huerta, Judicial Councilor of Tijuana; José Luis Jiménez González, Director of Civil Protection; José Antonio Olivas Heredia, Municipal Inspection and Verification Director, and Rafael Carrillo Venegas, head of the Tijuana Firefighter Department office.
