Juan Manuel Sánchez appointed as new head of the Secretariat of Public Security of Tijuana

Juan Manuel Sánchez Rosales was proposed for this position by mayor Ismael Burgueño

On Monday, October 7, Juan Manuel Sánchez Rosales was appointed as the new head of the Secretariat of Public Security and Citizen Protection of Tijuana (SSPPCT); he is a professional with extensive work experience in the area and is looking to generate positive change in the city.

By a majority vote, the councilors of the City Council of the 25th City Hall of Tijuana voted for and chose Juan Manuel Sánchez, the first option proposed by the municipal president of Tijuana, Ismael Burgueño.

During this session, councilor Magaly Ronquillo Palacios spoke after the corresponding voting took place. After a careful analysis of Sánchez Rosales' profile, the decision that he was the perfect candidate to solve the city's current issues regarding security was taken.

"He will have the responsibility of holding this position which is so essential to guarantee the security and wellbeing of all Tijuana natives. We are convinced that the Secretary of Public Security and Citizen Protection must be a citizen committed to human rights (...), focused on addressing the social causes that generate violence," Ronquillo Palacios stated.

The councilor also celebrated the strategy and the security work that will take place in coordination with the federal government, led by President Claudia Sheinbaum Pardo, and the state government led by Marina del Pilar Ávila Olmeda.

Who is Juan Manuel Sánchez Rosales?

He is a graduate with a Bachelor's Degree in Law from Universidad CUGS and another degree in International Relations and National Security from the Faculty of Political Sciences at Universidad Nacional Autónoma de México (UNAM).

In addition, he worked for over 30 years at the Civil Intelligence Service of the Mexican State (CISEN, now CNI) where he held several positions such as Intelligence Analyst, Investigation Chief, State Delegate, and Director of Security and Counterintelligence, among others.

Subsequently, from December 2018 to January 2020, he became the Managing Director of Analysis and Intelligence at the Secretariat of Security and Citizen Protection of Mexico City.

From 2020 to 2021, he was the Deputy Secretary of Intelligence and Police Analysis of the Government of Chihuahua during the Javier Corral administration. Currently, he works as a freelancer as an Intelligence, Investigation, and Strategic Analysis Specialist.

His extensive experience quickly made him the main candidate to lead the Secretariat, as he even participated at the International Forum of Cybersecurity and Intelligence organized by the Mexican Association of Private Security Businesses (AMESP) and other similar events.

This morning, the mayor of Tijuana, Ismael Burgueño, presented Juan Manuel Sánchez Rosales as his candidate for the Secretariat of Public Security of Tijuana, highlighting that he will work to develop intelligence strategies to improve the city's security.

He perfectly knows Tijuana's conditions as he has worked in several different intelligence institutions, and this includes his work as state delegate of CISEN in Baja California.

In addition, lieutenant colonel Julián Leyzaola will remain as a presidential security advisor as he is considered a valuable asset for the new 25th City Hall of Tijuana administration led by mayor Ismael Burgueño due to his efficiency in this sector.
