In the afternoon of Monday, September 30, Ismael Burgueño Ruiz Ph.D. was sworn in as the Municipal President of the 25th City Hall of Tijuana. The ceremony which took place at Municipal Palace facilities was a distinguished event with significant attendance from politicians, entrepreneurs, media outlets, and citizens.
The presence of Governor Marina del Pilar Ávila Olmeda added symbolic weight to this event given that Burgueño Ruiz has recognized her as "the best governor in the history of Baja California", highlighting her role as a model of transformation for the state.
This acknowledgment reflects the strategic alliance that he wishes to establish between his administration and the state government, claiming that he will work in coordination in order to guarantee the wellbeing of people.
The ceremony began at around 7 PM, with the screening of a video where Ismael Burgueño is giving a speech during his electoral campaign, highlighting the massive support he has received from the population at large and that this is an essential pillar to lay the foundation of his governing vision.
The municipal president won overwhelmingly in the last election with 462,000 votes according to the June 2nd results.
"This overwhelming victory allows us to continue building the second floor of the Fourth Transformation," Burgueño said, emphasizing the importance of respecting the will of the people.
With these words, the new mayor made it clear that his administration will be in sync with the principles of the Fourth Transformation, a legacy he confers upon outgoing president, Andrés Manuel López Obrador. "I will govern through his example, with his legacy (...) I will dedicate myself to working and I will be Tijuana’s greatest mayor," he said.
During this ceremony, the president of the State Congress Board of Directors, Dunnia Montserrat Murillo López, was the person responsible of swearing in not only Burgueño, but elected city councilors.
As such, voting took place in order to assign the Secretary of the Government, Arnulfo Guerrero León, who was backed by the majority governing party and the opposition.
Eradicate corruption and fighting impunity: Promises of the 25th City Hall of Tijuana
In his speech, Ismael Burgueño called on for the eradication of corruption and fighting impunity, aligning his administration with López Obrador's principles. "The only thing I can do is thank you for your great project," while emphasizing that his promise is to have an honest administration. In addition, he stressed that with the leadership of the upcoming president of Mexico, Claudia Sheinbaum Pardo, a better development for the country will be achieved.
He promised that corruption offenses, even in his administration, will be reported and that he will be focused on maintaining a transparent government, stressing that he will work hand in hand with Governor Marina del Pilar to transform this border city.

The mayor of Tijuana spoke about his goal of "carrying out clear actions and staying out of the office", as he plans to visit at least three neighborhoods every day; getting closer to the people is a way to establish a government in which everyone participates.
In addition, he reaffirmed his commitment to social programs, emphasizing that his administration will prioritize the most vulnerable sectors of our society. "Poor people come first," he reiterated.
With the promise of guaranteeing the best three years in the history of Tijuana, the mayor outlined four pillars that will guide his administration: public security, mobility and infrastructure, humane government, and public management. These pillars were designed to address the needs of the region and make it, in his words, "the best city in the entire country."
Making Tijuana a prosperous, safe, and sustainable city
Ismael Burgueño concluded his speech by asking people present to give a round of applause for Andrés Manuel López Obrador and Mexico's next president, Claudia Sheinbaum Pardo, while emphasizing the continuity of the transforming legacy in which his administration is based on.
The 25th City Hall of Tijuana will begin to operate on Tuesday, October 1. Among its commitments, there is a vision of making of Tijuana a prosperous, safe, and sustainable city, always under a humanistic and left-wing approach.
As such, Ismael Burgueño Ruiz has begun his administration with the clear intention of implementing significant and long-lasting changes in the city, establishing a government that promises to be in constant dialogue with the population.
