Three years of promises kept: Mayor Montserrat delivers important projects and progress to Tijuana

The mayor presented her third government report, explaining the projects and progress made regarding economy, infrastructure, security, wellbeing, and honesty matters

Mayor Montserrat Caballero Ramírez presented her third government report on Wednesday, August 7, highlighting her three years of hard work and significant progress made in the city of Tijuana.

At this event, which took place in Morelos Park, where her commitment to transparency and closeness to people was made evident, the municipal president of Tijuana explained her administration's achievements and emphasized that it has been a privilege to lead such a multicultural and diverse border.

Achievements through strategic pillars

With a clear vision focused on transforming Tijuana through innovative projects, the Caballero administration has structured its achievements into five fundamental pillars: economy, security, honesty, infrastructure, and wellbeing.

Strengthening the economy of Tijuana

  • Making border crossing easier for students: A Fast Lane booth was implemented at the San Ysidro International Port of Entry speeding up the crossings of hundreds of students and benefiting US citizens living in Tijuana and Mexican citizens with student visas.
  • Aid for local entrepreneurs: The Fast Business Opening System (SARE) was strengthened to help the opening of businesses much easier and more than 12,000 families were given economic aid so that they could start their own business and contribute to the city's economic growth.

Guaranteeing security and citizen protection

  • Seizure of weapons: 3,550 firearms and 27,300 useful cartridges were taken off the streets.
  • Technology used for security: 116,700 downloads were registered of the “Botón Morado” app, which handled 7,300 alerts, of which more than 2,000 were related to gender violence resulting in the arrest of 708 people.
  • Prevention and education: 144,000 children and young people have been benefited from security and drug prevention programs such as D.A.R.E. It should be noted that Municipal Police agents from the Directorate of Crime Prevention participated at the D.A.R.E. International Conference 2024, which took place in Orlando, Florida, where they strengthened their knowledge on preventive issues.
  • State program against gender violence: 6,142 actions with an investment of 4,018,927 pesos were carried out. These preventive measure have managed to position Tijuana as the municipality with the highest number of orange spots nationwide, with a total of 616 that includes businesses, schools, and government offices whose priority is to provide protection and wellbeing for women and girls in Tijuana.
  • Increase of the police force: 200 additional police officers were hired and more than 107,000 assistance actions were given through 845 agents of the youth police.
  • Drop in crime rates: The mayor said that INEGI data shows a drop in violence rates, leaving Tijuana out of the ranking of the first five places nationwide; the National Survey of Urban Public Security (ENSU) reveals that during the 2nd trimester of 2024, the insecurity perception index dropped 19.4% regarding thefts and home robberies, this was in comparison to the last trimester of the previous administration.

A transparent government with accountability and no public debt

  • Financial management: Tijuana has become one of the first five municipalities nationwide regarding its budget execution based on results, according to the Secretariat of Finance and Public Credit.
  • Debt settlement: A public debt of 2,572 billion pesos was paid, allowing the upcoming Administration to begin its term with healthy finances and no economic burdens, making Tijuana the first municipality in the country to completely pay off its bank debts, significantly improving its credit score according to prestigious credit agency Fitch Ratings.
  • Regularization with ISSSTECALI: More than 1 billion pesos were paid of historic debt to the Institute of Social Security and Services of Government and Municipal Workers of the State.

Transformation of infrastructure for the people of Tijuana

  • Street restoration: 410 million pesos were invested in potholes and paving of 17 drainage projects.
  • Modernization of lighting: More than 40,400 LED lights were installed, covering 92.03% of the city's inhabited areas, with the “Kilómetros de Luz” program.

Key projects of the 24th Municipal Administration of Tijuana

Reconstruction of El Realito Boulevard

The Municipal Administration of Tijuana was in charge of rebuilding Bulevar El Realito with more than 13,000 square meters of hydraulic concrete to make traffic flow and connectivity easier for more than 135,000 Tijuana natives.

This paving construction with hydraulic concrete was carried out on a surface of 1.2 km in length and 31 LED lights were installed at this boulevard.

Reopening of El Chaparral bridge

The issue at El Chaparral bridge was resolved which was caused by the lack of care and bad construction of previous administrations, according to estimates, 15,000 vehicles cross every day through this bridge and its reopening has benefited traffic and crossing times at the port of entry.

Restoration of Playas de Tijuana Pier

The restoration of the Playas de Tijuana Pier began in order to strengthen the city's economy and tourism with an investment of 200 million pesos.

This project includes the creation of the pedestrian walkway, the construction of an access ramp for emergency firefighter units, and infrastructure improvements to make lifeguards' work easier in emergency situations. In addition, the amphitheater and pedestrian walkways will be repaired, with new ramps for people with disabilities and accessible spaces.

Construction of the Macroplaza pedestrian bridge

The construction of the Macroplaza pedestrian bridge began in order to guarantee the integrity and road and pedestrian safety of people who travel through this area every day..

The bridge will go over Bulevar Clouthier and connect with Paseo del Río to this shopping mall. Ramps and stairs will be built so people with disabilities can use the bridge.

Reopening of the “Cerro de las Abejas” recreational park

The “Cerro de las Abejas” recreational park continues to be built, benefiting more than 153,000 people in Tijuana.

This space with an area of 48 hectares has some facilities that have already been built such as a baseball field, an amphitheater, a photovoltaic system, and three basketball courts.

Wellbeing for everyone

  • Social aid: 275,000 deliveries of economic aid for people in extreme poverty were made and more than 1,221 wellbeing campaigns were organized with more than 28,000 aid deliveries in kind.
  • Animal protection: More than 6,382 pets were assisted through sterilization, adoption, and animal rescue campaigns and there was assistance provided due to illegal sales of dogs at the Tijuana-San Diego port of entry.
  • Social rehabilitation: 4,872 homeless people were reintegrated and more than 1,000 talks were given about addiction treatments.
  • “Integrando vidas” program: 89 people graduated from this program whose focus is homeless people and addiction problems, allowing them to connect back into civil society and the private sector so that, once their treatment is done, they have job opportunities available.

Civil Protection and Firefighter Department of Tijuana

In her third government report, Mayor Montserrat Caballero highlighted the outstanding progress in the Civil Protection and Firefighter areas.

From October 2021 to August 2024, Civil Protection has handled 790 emergency reports and 1,173 eye witnessed risk inspections, making an impact on 701,000 residents. This effort has been backed by an unprecedented level of investment, way above 8 million pesos, whose goal is to equip this agency in an efficient manner.

Regarding the Firefighter Department of Tijuana, more than 48,000 emergency reports have been handled from October 2021 to August 2024.

In addition, an investment of almost 70 million pesos was made to modernize Firefighter equipment, strengthening their operational capability and emergency response.

These achievements reflect a continuous commitment with the safety of citizens, consolidating important progress regarding emergency management.

To transform and to transcend

The third government report by mayor Montserrat Caballero ends with an acknowledgement of her work and the significant progress she has managed to make in Tijuana.

Her administration has left a legacy of progress, transparency, and wellbeing for the community, leaving for the upcoming administration of Ismael Burgueño, mayor-elect, a city with strong foundations that will be able to support the second floor of the fourth transformation in Tijuana.
