In order to strengthen programs and actions by the 24th Municipal Administration of Tijuana, to build a Tijuana for everyone, mayor Montserrat Caballero Ramírez appointed new heads at the Secretariat of Economic Development (SEDETI), the Personal Secretariat of the Presidency, the Civil Registry Agency, and the Municipal Agency of Civil Protection.
Heading the Secretariat of Economic Development of Tijuana, Mayor Montserrat appointed Luis Antonio Cañedo Angulo, substituting Alejandro Mugaray Lagarda, who quit last week due to health reasons.
Cañedo Angulo has a Law degree, a master’s in Judicial Science from Universidad Xochicalco, and before being appointed, he was the personal secretary of the Presidency; he has also been the coordinator of Judicial Issues at the State Congress, technical secretary at the Local Congress, and a trial attorney.
At the Personal Secretariat of the Presidency, Juan Manuel Gastélum Rivera was appointed. He has a Law degree from Universidad Autónoma de Baja California, has a master’s in Business Administration with a specialty in High Administration from CETYS Universidad, and a master's in Political Communication and Strategic Governance from George Washington University.
Mayor Montserrat Caballero Ramírez also assigned Angélica Félix Domínguez as First Official of the Civil Registry, in order to strengthen work in public administration; a priority for citizens, as this is where community assistance is given as a priority by instructions of the mayor.
Félix Domínguez has extensive experience in the area she is now leading; previously she was a sub-official of the Civil Registry, official 9 of the Civil Registry in Cerro Colorado. She has also worked in District Courts as an official, among other public jobs.
Miguel Ángel Ceballos Ramírez was assigned as the official in charge of the Municipal Agency of Civil Protection. He was previously the operative sub-director of this agency, from December 2021 until his assignment.
Ceballos Ramírez has a master's in Urgency Management by Spanish institution Alebat Educación, with a technical career in Medical Intermediate Emergencies and an international certification in triage and massive incident assistance.
In his career, he has been the state coordinator of aid at the Mexican Red Cross in Baja California, aid coordinator in the delegation of Tecate, and he has also participated in rescue emergency operations in Baja California and in the United States and Haiti.
