Marina del Pilar Ávila Olmeda, the governor of Baja California, led the first session of the 2023 State Council of Citizen Security where important proposals were presented whose goal is to recover peace to benefit inhabitants, this while being accompanied by representatives of the 7 municipalities.

In her message, the state governor pointed out that one of the main challenges and commitments of the state government of Baja California with society is to maintain coordination with federal and municipal authorities to create conclusive actions to fight crime and safeguard the safety of all people.

As part of this session, the Secretary of Citizen Security General Leopoldo Tizoc Aguilar Durán, presented, to Governor Marina del Pilar and members of the Council, the 2022-2027 Sectorial Plan of Citizen Security and Justice, where the actions that will be carried out in order to monitor and fight crime in the state, prioritizing specially the lives of children, teenagers, and women, are explained.

In addition, Marina del Pilar proposed to municipal administrations that, due to the harm caused to public health due to addictions in Baja California, a unique assistance model begins operations in order to decrease levels of substance dependence, especially among young people. This plan also means the implementation of the DARE program in schools in the municipalities of the state, with support from the Secretariat of Education of Baja California.

“It would be a unique model to identify, assist, and prevent risk factors associated with drug consumption in the state,” the state governor said, who also spoke about the importance of moving forward in regards to a better professional training for police officers in Baja California, developing a university formation model that improves their preparation to face the challenges that arise when safeguarding peace for all people.

In this session, the following people were present: Playas de Rosarito mayor, Araceli Brown; Tecate mayor, Darío Benítez; the president of the Foundational Council of San Quintin, Jorge Alberto López Peralta; the president of the Foundational Council of San Felipe, José Luis Dagnino; the Secretary of the Interior, Catalino Zavala Márquez; the State’s Attorney General, Ricardo Iván Carpio Sánchez; and the president of the Judicial Branch of Baja California, Alejandro Isaac Fragozo López.

In addition, the following people were also present: the commissioner of the State Penitentiary System, Ma. Elena Andrade Ramírez; the director of Security of Mexicali, Pedro Ariel Mendívil; the Secretary of Citizen Security and Protection of Tijuana, Fernando Sánchez; the director of Security of Ensenada, Armando Sánchez; the commander of the Second Military Zone, General Francisco Javier Zubia González; the representative of the Attorney General Office of Mexico in Baja California, Victorino Porcayo; the representative of the Secretariat of Federal Security, Francisco Ramos Arce; the State Coordinator of the National Guard, Jorge Martínez Medina; congresswoman Rosa Margarita García Zamarripa, and the president of the Citizen Council of Public Security, Roberto Quijano Sosa.
