This Sunday, October 3, after a process of evaluation, analysis and reflection, Baja California's Governor-elect, Marina del Pilar Avila, revealed the first professionals who will hold key positions during her state government, which will formally begin on November 1.

Through her social media accounts, Ávila Olmeda presented Iván Carpio Sánchez, Juan Manuel Hernández Niebla and María Andrade Ramírez, reliable, capable and experienced professionals in the field of Public Safety, a key issue for the future of the state of Baja California and its inhabitants, especially those living in vulnerable areas.

Ricardo Iván Carpio Sánchez was appointed as Coordinator for Citizen Security Affairs, due to his experience in this area. He has a law degree from the Superior School of Law and Business of the Humanitas University and a master's degree in law from the Universidad Iberoamericana.

Between 2002 and 2004 he held the position of corporal in the Secretariat of the Mexican Navy, where he stood out for his good conduct, and since March 2005 he has held various positions in Public Security and the Procuration of Justice. He was head of Homicides, head of Investigations and Coordinator of Investigations of both the former State Attorney General's Office and the Deputy Attorney General's Office against Organized Crime of the Federal Attorney General's Office (FGR).

One of Carpio Sánchez's most notable achievements is the development of the "Delta Project", which managed to reduce the incidence of kidnapping between 2008 and 2012, dismantling 448 groups and achieving a figure of 9.3 detainees for each kidnapping report. He is an expert in the field with tangible results in his track record.

Juan Manuel Hernández Niebla, a business leader and strong promoter of citizen participation, especially in matters related to Public Safety, was elected as Coordinator for the Integration of the Security Sector. He holds a Bachelor's degree in Accounting from Centro de Ensenada Técnica y Superior campus Tijuana and a Master's degree in Administration from the University of San Diego.

He was Vice President of Administration and Finance of Sony Tijuana between 1992 and 2000, and between 2000 and 2001 he served as Corporate and Treasurer of the Board of Directors of the LG-Philips Display Mexico Television Cathode Ray Kinescope Factory in Gómez Palacio, Durango, and later became General Director of Grupo LOGINAM.

That business experience led him to be president of Coparmex Tijuana between 2010 and 2012, in addition to being president, between 2013 and 2015, of the Tijuana Business Coordinating Council (CCE), and later head of the National Commission for Democratic Development of Coparmex between 2016 and 2019. He is currently a permanent guest of the National Public Safety Council and president of the Public Safety Citizen Council of Baja California.

María Elena Andrade Ramírez was appointed as State Commissioner for the Penitentiary System. She has a law degree from the UABC and a master's degree in Criminal Law. In her academic trajectory, Ms. Andrade Ramírez has several diplomas, internships and refresher courses on the Accusatory System, both in Mexico and abroad.

Marina del Pilar's professional career includes eight years at the Superior Court of Justice attached to the criminal courts, where she conducted preliminary hearings, as well as drafted criminal sentences. She has also been deputy attorney general in Baja California and deputy general director of Operational Deployment of the Attorney General's Office in Mexico City, where she participated in the implementation of the Criminal Reform throughout the country.

She has also taught classes and seminars at the UABC Law School, Universidad Xochicalco and the Centro de Estudios Superiores en Ciencias Penales (CESCIPE) in Baja California. Another noteworthy point is that Andrade Ramírez was the first woman to be in charge of the Public Safety Department in the XXIII City Hall of Mexicali, designing strategic plans, such as the multi-agency program Fuerza Rosa, which gave positive results in the capital of the state of Baja California.

Marina del Pilar Ávila Olmeda reiterated her commitment to the safety of Baja Californians, and has presented proposals recognized by experts and organized groups in the city, such as the creation of the State Public Safety Secretariat, as well as shielding the entity with cameras that professionalize police work, among others.
