Crossing the Border? Here’s What You Need to Know About Border Tax Exemptions at the San Diego-Tijuana Ports of Entry

From November 28, 2024, to January 12, 2025, the federal Héroes Paisanos program will be in effect.

The official launch of the Héroes Paisanos 2024 Winter Operation took place this Thursday morning at the National Institute of Migration (INM) facilities at the El Chaparral Port of Entry—one of Mexico's most important border crossings. This program increases the border tax exemption limits for residents of border regions and visitors entering Mexico.

Every year, Christmas shopping and holiday travel boost the economy in the border region. To support this activity, the Héroes Paisanos program raises the duty-free merchandise allowance for those crossing into Mexico.

Between November 28, 2024, and January 12, 2025:

- Border residents entering Mexico by land can bring in merchandise worth up to $300 USD duty-free.
- All other travelers can bring in goods valued at up to $500 USD during the same period.
- These allowances also apply to other items classified as baggage.

At the same event, a broader operation aimed at ensuring the safety and well-being of citizens returning to Mexico for the holidays was unveiled. Organized by the INM’s Baja California Representative Office, the event brought together government agencies and civil organizations.

Baja California Secretary of Tourism Miguel Aguíñiga Rodríguez highlighted the importance of international visitors and immigrant communities returning to the state to reconnect with their roots. He noted that thanks to the Héroes Paisanos program, Baja California continues to build its reputation as a welcoming and safe destination for all travelers.

In 2024, Baja California welcomed 70.43 million visitors through its seven border crossings, cementing its position as the leading gateway to Mexico and Latin America.

The Héroes Paisanos 2024 Winter Operation includes coordinated efforts to provide guidance, assistance, and services to returning citizens. It also aims to strengthen collaboration between the state government and the INM, particularly in promoting tourism and supporting visitors.
