Ismael Burgueño Ruiz, candidate in the "Sigamos haciendo historia en Baja California" coalition presented in front of the members of the National Chamber of Commerce (CANACO) his "Tijuana Segura" project, where he proposed a security initiative with a humanistic approach.
He underscored that there will be firmness on the issue and that's why he invited lieutenant colonel Julián Leyzaola to be the Secretary of Public Security, as he has experience and during his tenure he managed to drop crime rates by 70%. Regarding crime rates in the city, the MORENA aspiring candidate said that "We won't take a single step back regarding crime and there will be better times for the city."
For his part, lieutenant colonel Leyzaola thanked the candidate for the invitation and trust and made a commitment to put in all of his effort, knowledge, and experience so that Tijuana recovers its peace. Leyzaola, retired military serviceman, was the Secretary of Security of Tijuana from 2008 to 2010, a time period in which crime rates in the city drastically dropped. He later had the same position from 2011 to 2013 in Ciudad Juárez, Chihuahua, with positive results.
The aspiring candidate for the mayor's office of Tijuana from the Movimiento de Regeneración Nacional (MORENA), Verde Ecologista (PVEM), and Fuerza Por México (FMX) parties claimed that one of his priorities is to shield the security’s budget in the municipality. Burgueño Ruiz made a commitment to create a comprehensive strategy to rebuild social tissue through the promotion of prevention programs so that children and teenagers can grow up in healthy spaces, keeping them away from drugs and getting them closer to sports, culture, and studies.
Other actions will be the creation of Municipal Peace Councils, the promotion of neighborhood networks, and Youth Councils so that young people can participate in all programs. He explained that social intelligence and police proximity frameworks will be created to incorporate Tijuana's neighborhoods into a safe community program and street lighting in streets and public spaces will be improved to suppress crime rates.
The exaltation of the municipal police and certifications so that they are trained in prevention, reaction, and follow up so that citizens see them as allies will be essential, he stated. Ismael Burgueño reiterated that to consolidate the security strategy and guarantee results it will be fundamental that there exists complete coordination between the state and the federation.
"In my life, I have always faced things head on. I am a man of results and that is how we are going to attack crime in our streets, neighborhoods, and shops, because Tijuana deserves better times," Burgueño Ruiz emphatically stated.
