Marina del Pilar Ávila Olmeda, the governor of Baja California, presented work carried out together with the Executive Branch and the state congress whose main goal is to confront "golondrina companies", through a reform of the State Penal Code to include Crimes Against Work and Social Welfare.

"Fleeting (golondrina) companies" are companies that, in order to not pay workers what they are owed, close suddenly, leaving them without being able to cover their and their families' basic needs. The governor claimed that these actions will not go unpunished.

For her part, local deputy Liliana Michel Sánchez Allende explained that this bill adds a chapter to the Baja California Penal Code dedicated to crimes against work and social welfare and that is currently undergoing its legislative process.

As such, people who violate the rights of the working class will be punished with fines and up to 4 years of jail. The reform includes 11 abusive practices so that they are eradicated from the penal area.

On the other hand, the Secretary of Work and Social Welfare, Alejandro Arregui Ibarra, stated that thanks to the Labor Reform by the President of Mexico, Andrés Manuel López Obrador, has allowed the delivery of speed and trust regarding labor justice. This means that in Baja California 8 out of every 10 workers have managed to reach an agreement without going to court.

As such, Baja California is a state with actions that respect and guarantee the human rights of the working class and the wellbeing of families with a zero-tolerance policy to those who carry out abusive practices, the state governor concluded.
