Ismael Burgueño, mayor-elect of Tijuana, introduces his cabinet members for the next City Administration

The municipal president-elect of Tijuana presented the team of secretaries and directors that will be part of his administration

In the morning of Thursday, September 26, the mayor-elect of Tijuana presented the team that will be part of the upcoming municipal administration: Dr. Ismael Burgueño Ruiz formally presented the cabinet of the 25th City Administration of Tijuana.

Committed to creating a humanistic government and following the principles of left-wing party MORENA, Burgueño Ruiz stated that the evaluation of the 25th Municipal Administration of Tijuana will be constant in order to guarantee results regarding mobility, security, and economic and social development matters.

The municipal president-elect claimed that he will not forgive a single act of corruption and that he will be looking to making progress during the first months of his administration, while also becoming the best mayor ever in the city.

Burgueño Ruiz presented the team that will accompany him during the next three years of his administration. These people are the following:

  • Secretary-General of the Government: Arnulfo Guerrero León, who was the judicial secretary and link with the Executive Branch of the State Congress of Baja California.
  • Treasurer of the Municipality of Tijuana: Víctor Ramos Gómez, who was the analyst of the budget, auditor, and person responsible of the State Congress archive.
  • Secretary of Economic Development of Tijuana: Pedro Montejo Peterson, who was president and leader of the Export Industry in Mexico's Coastal Zone.
  • Secretary of Territory, Urban, and Environmental Development: Virginia González, who was in charge of the department of the Institute of Physical Education Infrastructure of Baja California in Ensenada.
  • Secretary of Sustainable Urban Mobility: Pilar Vázquez, who was the link of Morena in Federal District 4 and the Secretary of Wellbeing during the 2018-2021 period.
  • Secretary of Wellbeing: Érik "El Terrible" Morales, who attempted to be the MORENA candidate for the municipal presidency of Tijuana during the 2023-2024 election and resigned as director of the Institute of Sports and Physical Culture of Baja California.
  • Senior Official of the Municipal Administration of Tijuana: José Luis Villasana, who was the former president of the National Chamber of the Electronics, Telecommunication, and Northeastern-Technologies Industry and who coordinated the Burgueño Ruiz campaign during the 2023-2024 electoral period.
  • Coordinator of Advisors: Pedro Romero Torres, who has been working as coordinator of the transition team.
  • Municipal Chief of Social Development: Kenia Gutiérrez, who has had several different positions in this public administration as assistant of the directorate of the municipal union and deputy director of the Secretariat of Foreign Affairs.
  • Director of the Municipal Institute of Youth: Alondra Vargas González, who was part of the Secretariat of the Interior of Baja California and who has been a municipal link with the 23rd Municipal Administration of Tijuana.
  • Director of the Municipal Institute of Women: Araceli Hernández, who was a legal assistant and Notaries 13 and 20, and assistant of Public Brokerage Number 19.
  • Director of Social Communication: Luis Fernando Palafox, with experience as deputy director of communication and public relations of the State's Attorney General Office; and as director of information of the Secretariat of the Interior nationwide.
  • Director of Municipal DIF Tijuana: Paola Leyva Izaguirre, who has been the Public Relations delegate of the Coastal Zone of the government of Baja California, chief of the Department of Asset Management, among other positions.
  • Officer 01 of the Civil Registry of Tijuana: Belinda Rodríguez, who was the secretary of youth in the Executive State Committee of Morena, coordinator of political development in the Secretariat of the Interior of Baja California, and technical secretary in the Executive Branch of Baja California.

Regarding the Secretary of Security, the mayor-elect said that the appointment will be revealed soon, as it is something that is voted by the administration. However, it is known that one of his proposals will be retired colonel Julián Leyzaola.

Burgueño claimed that the development of each secretariat will be evaluated weekly and that the results and achievements of his administration will be revealed every Thursday, under a "morning press conference “format in order to provide information to citizens.
