The Secretariat of Mobility, together with the Secretariat of Citizen Security and Protection, will implement the following measures against those who cut in line at border crossing lanes:

  • They will be removed from the line
  • They will be fined
  • Their car will be towed

It should be noted that permanent rounds to identify “gaviotas” and apply these penalties will be taking place at the San Ysidro port of entry

This action is part of the anticorruption and no-impunity strategy that Mayor Ismael Burgueño of Tijuana advocates for.

A few days ago, a video on social media went viral where one can clearly see acts of corruption in which these famous “minions” allow “gaviotas” to cut in line in exchange for money.

“We make it clear that there won’t be any corruption or impunity. This action will be overseen and surveilled by Tijuana’s Ombudsman’s Office. This government is transparent and we will guarantee excellent results,” the Mayor said.

Due to this change, some citizens noticed an impact in the area’s mobility and are expecting things to improve even more.

Margarita Serrano said that with this change she expects better service and not having to pay to use a lane.

“Traffic flows better and I hope it stays that way or it improves,” Margarita said.
