Tijuana Declares State of Emergency in Response to Possible Mass Deportations of Migrants

The Tijuana City Hall has begun implementing preventive measures in response to the potential mass arrival of migrants to the city.

The 25th City Council, led by Mayor Ismael Burgueño Ruiz of Tijuana, unanimously approved an emergency declaration due to the potential mass deportation and arrival of migrants across the international border between Tijuana and California, a situation reported by both national and international media.

Ismael Burgueño, Mayor of the City of Tijuana, revealed that preventive measures have been put in place by both the local and state governments through strong coordination with the federal government, headed by President Claudia Sheinbaum.

He emphasized that the situation can only be resolved through the cooperation of all three levels of government. Their goal, he stressed, is to ensure that migrants arriving in Tijuana receive proper treatment, have their human rights respected, and are guaranteed safe return.

During an extraordinary City Council session, Arnulfo Guerrero León, the Secretary of Government in Tijuana, along with other agencies, was authorized to obtain the necessary legal tools, acquire services, and hire staff to manage this unprecedented situation.

These include the leasing of property and buildings, public services, internet access, legal services, administrative support, technology and consulting services, staffing, equipment, supplies, materials, project modifications, and any other expenses necessary to fulfill the obligations of this agreement.

Additionally, the Municipal Treasury was authorized to promptly initiate the necessary budgetary and financial transactions and, if needed, to create new budget items or programs for the Secretary of Government in Tijuana ensuring that other city departments and entities are not adversely affected.

This agreement establishes that the Tijuana government’s priority is to address the needs of all migrants and to prevent any emergencies by preparing logistically, materially, and legally to respond to potential needs.

As a result of Tijuana’s geographic location and the opportunities it offers, migration is a daily reality in the city. This has led the local government to implement public policies and preventive measures aimed at providing timely assistance to people in situations of mobility.

The administration led by Mayor Ismael Burgueño of Tijuana, whose humanistic approach focuses on addressing the needs and well-being of individuals, is committed to providing assistance to groups forcibly displaced from their places of residence, ensuring their right to life and personal integrity, and safeguarding them.

That’s why the 25th City Hall aims to set up a humanitarian bridge by giving migrants special assistance through municipal interinstitutional coordination, which will require the use of extraordinary resources.
