The government led by Mayor Ismael Burgueño Ruiz of Tijuana, through the Secretariat of Economic Development (SEDETI), has made the Entrepreneur Support Center (CAE) available to entrepreneurs, micro-entrepreneurs, and business owners. CAE offers various forms of aid and services to start and/or boost businesses.

Financing: Loans are offered for young entrepreneurs, senior citizens, and micro-sized businesses who are connected with several financing options from public and private institutions, tailored to their needs.

Business Support Network: This service includes training to start or boost a business, as well as connections with several basic and specialized consulting programs offered by the federal government, the state, business organizations, and specialized institutions.
Job Bank: Allows users to seek job vacancies in companies across the city, which are constantly updated thanks to coordinated efforts with several of Tijuana’s job banks and recruitment agencies.
