The Tijuana City Hall approved a multi-year strategic plan focused on optimizing public services, strengthening security, and modernizing urban infrastructure with a commitment to improving the city’s conditions and ensuring the well-being of its residents. This comprehensive program aims to effectively address the population’s primary needs, promoting orderly and sustainable development for the municipality.
This initiative is not only part of the guiding principles of the 2025-2027 Municipal Development Plan but also a priority for the administration led by Mayor Ismael Burgueño Ruiz of Tijuana.

As such, during an extraordinary City Hall session, a new work strategy to achieve significant improvements in the city that will benefit all residents was presented and unanimously approved.
Regarding waste collection, the leasing of 129 garbage trucks, which will expand coverage across the city, was also approved. Currently, 735 routes are covered, with 953 routes expected to be covered with the implementation of this strategy, resulting in greater efficiency and coverage in areas that still lack this service.

Another agreement approved by the councilors was the comprehensive cleaning and maintenance contract for roads. By using urban cleaning vehicle units, pressure washing trucks, manual sweeping, signage, and horizontal traffic painting, this initiative will improve many of Tijuana’s environments.
With the goal of making this one of the most illuminated cities in Mexico—a priority for Mayor Ismael Burgueño of Tijuana—the modernization of public lighting is steadily making progress with the leasing of LED lights at the La Presa Abelardo R. Rodríguez, La Presa Este, Sánchez Taboada, and San Antonio de los Buenos delegations.
This project includes the modernization of 28,302 walkway lights—a 56% increase in current coverage—to create a safer environment for these delegations’ residents.
Regarding municipal delegations, which serve as the first point of contact and first public services responders to citizens and neighborhood committees, a multi-year contract for specific supplies, equipment, basic machinery, and services to address the population’s needs is planned.

In another agreement related to public works contracts, the construction of a new waste transfer center and the paving of 135 streets, covering a total of 451,670 square meters in several neighborhoods, were approved.
Additionally, a pothole repair program will be implemented over the next three years (2025-2027) to repair Tijuana’s main roads. Plus, 52 parks will be restored, promoting appropriate public spaces for family recreation.
In terms of security, a multi-year contract for the comprehensive leasing of 431 vehicles is planned, aiming to increase the number of patrol cars in the city and reinforce the presence of authorities on the streets. This will allow for a faster and more efficient response in case of emergencies.
A multi-year contract to expand and modernize the video surveillance system was also approved. This plan includes the installation of 4,244 additional cameras, with the total number of cameras expected to reach 6,366 by the end of this year, which will be distributed across 1,506 strategic locations. This will allow them to increase surveillance to cover 65% of Tijuana’s population, compared to the current 35%.

During the City Hall session, the following agreements were also approved:
- Issuance of Different Contribution Funds’ operational rules
- Repeal of the internal regulations of the Technical Advisory and Monitoring Committee for Public Lighting and Light Pollution Prevention, and approval of new regulations.
- Declaration to make it impossible for Banco de Tiro, located in Fraccionamiento Hacienda Las Delicias 2, to become a place to store, dispose of, and confine special management waste
- Proposal to reform Tijuana’s Revenue Law for the 2025 fiscal year, by adding transitional articles: Article Sixteenth and Article Seventeenth.
These actions reflect the municipal administration’s commitment to Tijuana’s well-being, striving to offer a more modern, safer, and cleaner city.
