Mexicali Leads Border Cities in Police Well-Being Investments

The government led by Mayor Norma Bustamante of Mexicali prioritizes the well-being of local police officers and their families.

The City Hall led by Mayor Norma Bustamante of Mexicali has made it a key objective to improve and implement labor benefits for Municipal Public Security Directorate (DSPM) officers.

To enhance the well-being of police officers and their families, the Bustamante administration has increased officers’ salaries by 6% annually, bringing their earnings to be between $21,000 and $45,000 pesos—making them the highest-paid police force in any Mexican border capital.

Additionally, officers receive extra bonuses, such as risk and performance incentives, as well as financial support for officers and their children’s studies.

Mayor Bustamante of Mexicali also secured access to INFONAVIT housing loans for officers, with the city contributing an initial $12 million pesos in 2025 to support the program.

Another major initiative is the implementation of a life insurance policy for active and retired officers, covering $350,000 pesos, along with $50,000 pesos in funeral expenses.

The Bustamante administration has also ensured fair and proper retirements for officers by covering IMSS (Social Security) contributions, allowing them to receive pensions proportional to their salaries and years of service. Additionally, a performance-based severance bonus was introduced—initially set at $50,000 pesos but that has increased to $150,000 pesos.
