Aiming to promote education and raising awareness about responsible pet ownership, the City Hall led by Mayor Rocío Adame Muñoz of Rosarito established the Technical Advisory Council for Animal Protection and Control.
“This administration is committed to working day by day for those who cannot defend themselves. We take on this responsibility with the firm conviction of ensuring well-being and promoting pet care—a priority included in our Municipal Development Plan,” Mayor Rocío Adame Muñoz of Rosarito said.

She added that this council, representing diverse sectors of society, aims to guarantee ethical and responsible treatment of domestic animals in Playas de Rosarito.
Meanwhile, the Director of the Municipal Planning Committee for Development (Copladem), Susana Kareli Batiz Trujillo, explained that services offered at the Animal Control Center—such as sterilization, adoption, and vaccination for dogs and cats—not only help manage the animal population but also positively impact public health and well-being. She emphasized that pet well-being is a comprehensive effort to create a city where animal rights are respected.

The Technical Council for Animal Protection and Control consists of Councilor Joanna Eugenia Garay Machado, Chair of the Health and Environment Commission; Stephanie Celeste Esquivel Ortiz, Health Councilor; Municipal Ombudsman Ricardo Bejarano Núñez; Director of Medical Services, Francisco Daniel Guzmán López; the Secretary of Urban Development and Services, Luis Fernando González Vergara; and the Secretary of Citizen Security, Héctor Manzo Ruvalcaba.
Additionally, Jesús Graciano Leal Soto, Norma Guadalupe Arellano Becerril, Francisco Ayala Félix, Julio Cesar Llamar, María Villegas López, Robin Gunther, and Maria Franco will be serving as advisors.

The council also comprises state and municipal legally registered civil associations, a representative from the local Veterinary Association, the Medical College, the Local Livestock Association, legally established pet businesses (such as dog groomers, feed stores, and breeders), and animal protection associations.
