Mayor Ismael Burgueño Ruiz of Tijuana presided over the inauguration of the 5th Youth Council 2025, an initiative designed to encourage young people’s active involvement in decisions affecting their community.
During the ceremony, the mayor emphasized the importance of creating spaces where youth can directly analyze, debate, and shape public policies that foster their growth. He described the council as a democratic exercise that nurtures leadership, social awareness, and youth-driven proposals.

“Now more than ever, the active participation of young people is crucial to continuing the profound transformation of our country. The Youth Council is not just a forum for dialogue, it’s a platform for awareness, proposals, and commitment to our community,” the mayor said.
The mayor sworn in the council members, led by Youth Mayor Karime Juliana Soto Velázquez and Youth Trustee Daniel Reyes Leal. He urged them to carry out their roles responsibly and with dedication, knowing their contributions help build a more participatory, inclusive, and equitable society.

“I am convinced that, as authorities, we must serve as facilitators of dialogue and promoters of spaces where young people can voice their ideas, concerns, and proposals—not just for their own generation’s well-being, but for the entire community,” the mayor added.
Councilor President of the Youth and Sports Commission, Jesús Javier Merino Cuevas, remarked: “Every action and decision you make as young leaders can positively impact our city. Seize this opportunity and be the voice of all Tijuana’s youth.”

Among those who attended this event, held at Casa de la Cultura Altamira, were municipal attorney general Teresita Balderas Beltrán, and councilors Mónica Padilla Villavélazquez, Michel García Arceo, Magaly Ronquillo Palacios, José de Jesús Franco Cazarez, and Miguel Antonio Loza Ginuez, as well as municipal officials and education sector representatives.
With these initiatives, Tijuana’s governments reaffirms its commitment to empowering youth and involving them in building a better future for the city.
