Mayor Ismael Burgueño Ruiz of Tijuana signed a collaboration agreement with Mexico’s National Technological Institute (TecNM) through the Tijuana Institute of Technology (ITT) to develop the 2025 Voluntary Subnational Report. This report will track the Municipal Government’s progress in implementing the United Nations’ 2030 Agenda.
“By signing this agreement, we take the first major step to create the conditions and showcase what is happening in Tijuana. When we work in a coordinated, organized manner—with common sense and the will to get things done—we achieve positive results for our citizens,” Mayor Ismael Burgueño of Tijuana said.

During the meeting with ITT officials, the mayor emphasized that the City Hall recognizes today’s challenges unfold in an increasingly globalized and integrated world, requiring joint efforts between authorities and civil society.
ITT Director José Guillermo Cárdenas López thanked the mayor for uniting and coordinating efforts toward Tijuana’s development by signing this agreement.

This meeting was attended by Municipal Secretary of Public Education, Miguel Alfredo Nuño García; Director of Tijuana’s Metropolitan Planning Institute, Juan Diego Mascareño López; Municipal Citizen Participation Institute Director, Kenia Gutiérrez Coronado; ITT Researcher Rodolfo Martínez Gutiérrez; and Baja California’s Educational Liaison Office Head, Guadalupe Acuña Álvarez.
