Last Saturday, March 29, Mayor Ismael Burgueño Ruiz of Tijuana joined Mexican President Claudia Sheinbaum Pardo and Baja Californian Governor Marina del Pilar Ávila Olmeda for the launch of the “Programa de Vivienda para el Bienestar” (Housing for Well-Being) Program. He specifically emphasized the Fourth Transformation government’s commitment to improving housing conditions, creating opportunities, and increasing accessibility for the most vulnerable communities.
Speaking to the media, he also highlighted the collaboration between municipal, state, and federal governments to strengthen Tijuana’s development.
“I thank President Claudia Sheinbaum Pardo and Governor Marina del Pilar for implementing public policies and programs that positively impact the well-being of communities in greatest need,” said the mayor.

The mayor also noted that Tijuana natives are deeply grateful to the president for her handling of foreign policy. “We recognize her strong negotiation skills with the United States, as this directly affects Tijuana—the city where the homeland begins and a border municipality,” he added.
Mayor Burgueño Ruiz of Tijuana said that intergovernmental coordination has strengthened key areas like tourism, binational trade, and migration while advancing federal projects such as the Otay II Port of Entry, the Elevated Viaduct, and the San Antonio de los Buenos wastewater treatment plant.
“In Tijuana, the president has supported us in every way, bringing a highly positive approach to addiction treatment, crime prevention, and federal projects like the Viaduct. We are seeing unprecedented investment in Tijuana’s history. We continue coordinating with the state and federal governments to maintain strong results,” the mayor stated.

Coordination Strategy Between Mayor Ismael Burgueño of Tijuana’s and President Claudia Sheinbaum’s Governments
On February 20, during “La Mañanera del Pueblo,” President Claudia Sheinbaum praised Mayor Ismael Burgueño Ruiz of Tijuana’s willingness to collaborate.
The mayor emphasized that this joint effort is already yielding results through concrete actions focused on citizens’ well-being.
“For example, the Universidad Rosario Castellanos project in the eastern zone, where our government has coordinated street lighting and urban restoration, positively impacting nearly 5,000 young students so that they can continue their studies. We also maintain constant communication on security matters, working together as a united team all together,” he said.
Recently, President Sheinbaum applauded the mayor’s “Safe Path” initiative—similar to the one she implemented as Mexico City’s head of government.
The program aims to provide safe and peaceful routes for the transit of Tijuana natives. This involves actions such as lighting, adaptation, and improvement of street infrastructure and medians to guarantee people’s right to a life free of violence.
