Tijuana City Hall has confirmed José Alejandro Avilés Amezcua as the new Municipal Secretary of Security and Citizen Protection (SSPCM) by majority vote.
Highlighting that the security strategy continues to strengthen, Mayor Burgueño Ruiz of Tijuana thanked the trust and support of City Hall members in appointing the person who, starting this Tuesday, will lead security efforts in Tijuana. He expressed confidence that Avilés’ preparation and professional experience in security and justice administration will enable him to achieve the expected results.

“As with any project, decisions are made along the way to strengthen the work. We will further enhance the intelligence framework through operational effectiveness, innovative strategies, and by building on what has already been established. I appreciate the trust that City Hall has placed in me when I have presented proposals to establish municipal public policy. We are on the right path,” the mayor underscored.
Mayor Burgueño Ruiz of Tijuana also mentioned some of the progress made so far, such as the 17% drop in homicides in the city, improved immediate response capabilities, significant arrests, and excellent coordination with state and federal governments.

The mayor acknowledged the work and high level of responsibility demonstrated by Juan Manuel Sánchez Rosales, who led SSPCM and achieved significant progress in improving the agency and implementing actions aimed at protecting Tijuana’s families during the first months of the current administration.
Furthermore, Municipal Ombudswoman Teresita Balderas Beltrán acknowledged that the preparation and career trajectory of the new municipal official will be reflected in security strategies designed to address preventive needs, with actions that will be at the forefront and aligned with federal and state efforts. “I reiterate my commitment and support, urging him to conduct himself with discipline in his service, as well as the team that accompanies him.”

The new Security Secretary holds a master’s degree in Criminal Procedural Law and has held strategic and operational positions across all three levels of government. In his most recent role, he served as an official at the National Intelligence Center.
City Hall members also approved a resolution regarding the waiver of municipal fines and surcharges for the 2025 fiscal year and previous years, effective until March 31, 2025, aiming to support the economy of Tijuana’s families.
