Governor Marina del Pilar Reviews Progress on Regional Hospital No. 23 in Ensenada, Launches Ambulance Fleet

Baja California’s governor and the IMSS director unveiled a fleet of 31 ambulances to serve over 2.5 million people.

Governor Marina del Pilar Ávila of Baja California and IMSS Director Zoé Robledo carried out a working tour to oversee the construction of Regional General Hospital (HGR) No. 23 in Ensenada and launched a fleet of 31 ambulances designated for scheduled patient transfers.

During the event held on the hospital grounds, the state governor and IMSS director, alongside officials from the Department of Defense, the federal IMSS, the IMSS Baja California’s Decentralized Administrative Operation Body (OOAD), and the state government, witnessed the deployment of the vehicles.

These ambulances will be distributed across 16 medical units and hospitals located in seven municipalities: Mexicali, San Felipe, Tecate, Tijuana, Ensenada, San Quintín, and San Luis Río Colorado, Sonora. The fleet will serve over 2.5 million registered beneficiaries, facilitating more than 1,600 monthly transfers for medical consultations, therapies, and diagnostic services.

They will also enable long-distance transfers to hospitals in Ciudad Obregón, Sonora, and Guadalajara, Jalisco, for patients requiring surgery or specialized hospitalization.

Officials also toured the 213-bed hospital facilities, visiting the clinical laboratory, blood collection center, specialty consultation rooms, operating theaters, endoscopy units, and cardiology and traumatology departments. The visit included a briefing on the second phase of construction, under the supervision of the Department of Defense.

Upon completion, the hospital will offer 34 medical specialties, including Medical and Surgical Oncology, Nephrology, General and Reconstructive Surgery, Pediatric Surgery, Cardiovascular and Thoracic Surgery, ENT, Gastroenterology, Geriatrics, and Cardiology.

This second-level care hospital is being built with an emphasis on eco-friendly, sustainable technologies. It is expected to handle over 120,000 specialty appointments and 163,000 emergency cases per year.

Participants from IMSS included Borsalino González Andrade, Director of Administration; Ana de Gortari Pedroza, Head of the Infrastructure, Special Projects and Investment Portfolio Unit; Desiree Sagarnaga Durante, Head of OOAD Baja California; Gabriela Tafoya Vargas, Director of HGR No. 23; Mónica López Morales, Coordinator of Planning and Institutional Liaison in the Medical Benefits Division; and Juan Carlos Hernández Rodríguez, Head of Administrative Services for the Baja California office.

Also present were Lieutenant Colonel Rodrigo Alonso Serrano, project supervisor for the Department of Defense, and Héctor Velasco Sánchez, owner and legal representative of the company 3 Ríos, among others.
