The 2025 Lidera Awards presented Baja California Governor Marina del Pilar Ávila Olmeda with the Best State Government Performance Award, acknowledging her high approval ratings and her administration’s results.
Upon receiving this award, Governor Marina del Pilar recalled that this achievement is not just hers as a governor, but of a government that has become a national example in reducing poverty. She highlighted initiatives like the Pancita Llena, Corazón Contento program, which provides food to all children in public schools across Baja California to help them improve their performance.

She emphasized the focus on vulnerable groups (such as single mothers) through programs like Tarjeta Violeta and an entire system to eradicate violence against women. “Our goal is for single mothers to receive not only financial support but also training in several arts and crafts, so they and their families can thrive,” she stated.
The governor mentioned that over 12 billion pesos have been invested in infrastructure through the RESPIRA program, surpassing the investments made during the three previous state administrations. She also highlighted the unprecedented investments made in more than 22 social programs.

The award was given based on surveys and opinion studies done throughout 2024, as well as a qualitative evaluation by experts. Among the finalists were the governors of Hidalgo, Aguascalientes, Coahuila, and Querétaro, underscoring Baja California’s leadership in the country.
In her speech, the governor thanked President Claudia Sheinbaum and President Andrés Manuel López Obrador for promoting a government that serves the people.

“Without a doubt, the greatest honor of my life has been to govern the state where I was born. But doing so alongside the best president Mexico has had, President Andrés Manuel López Obrador, makes me proud. And now, doing so alongside the first female president of Mexico is an honor,” she emphasized.
Governor Marina del Pilar highlighted Baja California’s talent, which attracts major companies and high-profile events like the 2025 Caribbean Series, recognized as one of the best in history, and the upcoming 2025 Tianguis Turístico. Lastly, she thanked her family, her cabinet, and, above all, the people of Baja California.
