Through the Corazones program, the government of Baja California, led by Governor Marina del Pilar Ávila Olmeda, has begun a census to ensure children fully enjoy their right to education, particularly in the most vulnerable communities. She also reaffirmed her commitment to ensuring that every child and teenager has a place in school and the opportunity to learn.
The educational census serves as a tool to identify and address economic, family, or other factors that may prevent children from attending school. Based on this data, support and guidance will be provided to families in need.

Governor Marina del Pilar Highlights Education as a Fundamental Right
“Education is not a privilege but a right that must be guaranteed. With concrete actions like this census, we reaffirm that education is the foundation for our communities’ development. No obstacle should stand between students and their right to learn. Our work is focused on strengthening the overall well-being of Baja California families,” the governor said.
Public participation is crucial to this effort. If anyone knows of a child or teenager not attending school, they are encouraged to report it anonymously by calling 686 520 0500, Monday through Friday, from 8 AM to 5 PM.

The Secretariat of Well-Being and Education aims to obtain an accurate diagnosis and offer personalized solutions for each case. Through direct visits, officials will speak with families to understand the causes keeping children out of school.
“The goal is to create specific support plans, ranging from scholarships to coordination with educational authorities or access to complementary social programs. The key is to closely assist each family, ensuring their children enroll in school or resume their studies,” emphasized the head of Education.

The initiative also extends to individuals over 15 who wish to complete their primary or secondary education who can contact INEA at 686 557 1617 to learn how.
