During Wednesday’s morning press conference, Baja California Governor Marina del Pilar Ávila Olmeda reaffirmed her administration’s commitment to protecting vulnerable children through the “Familias de Corazón” (Families by Heart) program.
This initiative, driven by Baja California’s DIF, aims to provide temporary homes filled with affection, security, and comprehensive support for children and teenagers, who, due to several circumstances, have been separated from their biological families.

A Temporary Home for a Better Future for Baja Californian Children
Launched on April 22, 2022, the “Familias de Corazón” program allows minors under the care of the state’s DIF to grow up in a family environment while their legal situation is resolved. The governor highlighted that there are currently 10 certified families participating across the state, benefiting 15 minors.
“This effort represents tangible hope for those who need it most. We want every child to know there is a place where they can heal, learn, and dream,” the governor stated.
Meanwhile, the General Director of Baja California’s DIF, Diana Asunción Pérez Álvarez, explained that the program seeks to restore the fundamental right of children and teenagers to live in a family. “It is an alternative that prevents institutionalization, creating a positive and lasting impact on their lives,” she stated.

The official reported that four minors are currently in active foster care, and state authorities maintain constant oversight to ensure their well-being.
The primary goal is to provide a safe and loving environment for a period ranging from six months to a year, where minors receive not only shelter but also affection, emotional stability, ongoing educational support, and comprehensive community integration.

Governor Marina del Pilar Calls for Solidarity Among Baja Californian Families
Governor Ávila Olmeda urged citizens to join the program, emphasizing that participating families will not be alone. They will receive support from a multidisciplinary team at the Agency for the Protection of Children and Teenagers, along with thorough guidance through the stages of information, rigorous evaluation, comprehensive preparation, and formal certification.

It should be noted that two additional families are currently in the final stages of certification to join the program.

The governor also highlighted that, through the state DIF’s efforts in family reunification, 4,408 children and teenagers have been successfully reintegrated with their biological families since November 2021. Meanwhile, 190 children have found permanent homes through adoption, reflecting the current administration’s ongoing commitment to children’s well-being.
