Governor Marina del Pilar Positions Baja California as Mexico’s Foreign Investment Leader

Governor Marina del Pilar announced that Baja California now leads the nation in foreign investment, attracting over $4.1 billion in early 2025.

According to figures from the Department of Economy, Baja California has emerged as Mexico’s leading state in attracting foreign direct investment, securing $4.112 billion USD in the first quarter of 2025.

This figure accounts for 16% of the national total and has led to the creation of more than 19,600 formal jobs, roughly 30% of the employment generated thanks to international investments.

Governor Marina del Pilar Ávila Olmeda credited this achievement to coordinated efforts across all levels of government and a state policy that promotes confidence, stability, and competitiveness. She emphasized that Baja California has become a reliable and strategic destination for international businesses.

The governor also pointed to the ongoing collaboration with President Claudia Sheinbaum Pardo as a key factor in attracting investment and strengthening critical industries in the region.

On a national scale, the commerce sector attracted the largest share of foreign capital, totaling $11.003 billion USD. Baja California played a major role in that growth. One of the most significant projects announced was Sempra Energy’s investment of $3.55 billion USD in energy infrastructure in the state.

“These results reaffirm our administration’s commitment to the economic well-being of Baja California’s families. We’ll continue to promote an open-door policy for investments that create dignified jobs and drive the region’s transformation,” said Governor Marina del Pilar.

With these numbers, she added, Baja California not only confirms its economic standing but also projects a long-term vision of an inclusive, sustainable model that prioritizes those who need it most.
