Baja California Governor Marina del Pilar Ávila Olmeda has called on residents to register for the state welfare program designed for adults aged 60 to 64. The Department of Well-Being announced that registration opens on April 21, reaffirming the government’s commitment to supporting the state’s most vulnerable populations.
The governor stressed that welfare isn’t just a promise, but a right, and highlighted that the 21 social programs run by the Department of Well-Being are ensuring aid reaches every corner of the state.
“With this state pension program for people aged 60 to 64, we guarantee that no senior is left without aid while they wait for the federal pension, which they’ll receive when they turn 65,” she stated.
Baja California’s Secretary of Well-Being, Netzahualcóyotl Jáuregi Santillán, explained that this program focuses on vulnerable seniors. Unlike other programs, this one is not universal, as eligibility is determined through a socioeconomic assessment.






This assessment is conducted via home surveys carried out by Servidores con el corazón (Servers with Heart).
“We’re doing this because it’s a frequent request in this department and directly in the Governor’s Office, where people constantly ask when this program will open,” the secretary noted.
Requirements for Seniors
The registration period will run from April 21 to April 25 at the seven Department of Well-Being offices in each municipality. The required documents include: a copy of a valid ID, CURP, proof of address (no older than three months), and two contact phone numbers.
Additionally, the secretary reminded the public that other programs are already available: Ilumina Tu Día (Light Up Your Day), Con Corazón para el Agua (With Heart for Water), Pensión para Personas con Discapacidad (Disability Pension), Alimentando con el Corazón (Feeding with Heart), Casa Fuerte (Strong Home), and Vales de Gas (Gas Vouchers), all available through the Department of Well-Being.

Registration Continues for the “Sol del Norte” Program in Mexicali
Another program benefiting Mexicali natives is “Sol del Norte”, promoted by Mexican President Claudia Sheinbaum Pardo and supported by Governor Marina del Pilar.
This program, which aims to reduce electricity costs through the installation of solar panels, is exclusive to Mexicali, where high temperatures are common, and focuses on assisting vulnerable families by helping them save on their bills.
“This program, led by President Claudia Sheinbaum, is completely free and involves the installation of solar panels in Mexicali. In 2025, the goal is to install 5,000 solar panels,” Jáuregui Santillán said.
Requirements include: living in Mexicali, being a residential electricity rate user, being of legal age, having a valid official ID, and owning the home. Interested individuals can register at: https://soldelnorte.energia.gob.mx/.
