Governor Marina del Pilar Avila Olmeda oversaw the registration process for the “Ilumina tu Día” (Light Up Your Day) and “Con Corazón para el Agua” (With Heart for Water) programs at the Ensenada Government Center, aiming to continue supporting the economy of Ensenada families.
During her visit, the governor stated that registrations began on February 4 and will conclude on February 28. The goal is to assist those most in need, with domestic use benefits of up to 1,500 pesos for water bills and between 800 and 1,500 pesos for electricity bills.

“The Con el Corazón por Delante (Forward With Heart) team is providing assistance in all seven municipalities of the state for these programs’ procedures. We invite everyone to join and benefit from both programs,” she said.
During her visit, the governor personally assisted citizens who came to the registration module, where they submitted the required documentation to receive the cards that will allow them to pay for these utilities in 2025.
In 2024, 4,470 people in Ensenada benefited from “Con Corazón para el Agua,” while 1,288 benefited from “Ilumina tu Día”, and the goal is to exceed these numbers in 2025.

Baja California’s Secretary of Well-Being Netzahualcóyotl Jáuregui Santillán stated that registration can be completed at Secretariat of Well-Being offices in all seven municipalities, from Monday through Friday from 8:00 a.m. to 3:00 p.m. Applicants must bring copies of their INE identification, CURP, and a water or electricity bill no older than three months, depending on the program they wish to join.

He added that additional registration events will be held on Sundays in remote areas outside urban zones and at flea markets in the streets of all municipalities in the state.
Water services aid will be applied to bills from May to September, while electricity services aid will be applied on bills from May to October.

These benefits will only apply to the account or service numbers provided during registration. Additionally, the “Con el Corazón por el Agua” card can only be used at ATMs or service windows of the State Commission of Public Utilities in each city, while the “Ilumina tu Día” card can be used at CFE ATMs or CFE branches.
