Governor Marina del Pilar Announces $11.4 Billion for Tijuana and Mexicali Airport Modernization

Over 11 billion pesos will be allocated to expand both airports in Baja California.

Baja Californian Governor Marina del Pilar Ávila Olmeda announced an investment of 11.4 billion pesos for the expansion of the Tijuana and Mexicali airports. This announcement was made during the presentation of the 2025-2029 Master Development Plan by Grupo Aeroportuario del Pacífico (GAP), where the governor emphasized that this is a historic action for the region that will boost economic development opportunities and job creation.

The governor stated that the expansion of both airports will significantly contribute to attracting more tourism, commerce, and investments, leading to job opportunities for the people of Baja California. It will also position the region as a global and border mobility hub.

“I am extremely grateful to GAP for believing in Baja California and investing in our state through the Master Development Plan for our airports. Although we are located in the far northwest, we have become one of the best-connected points in the country with the most air routes,” she said.

She considered the investment announced by GAP to be an unprecedented event in Baja California’s history, as the airports represent opportunities for expansion that translate into new jobs. They also strengthen commercial and cultural openness with the outside world.

The governor explained that the Tijuana airport will see its terminal expanded by 47%, with new boarding gates. Plus, 46 new check-in counters and 8 new security lanes, with an investment of 9.789 billion pesos, will be added.

“The Tijuana airport is a key spot, and the Cross Border Express (CBX) has already been a significant addition, with a unique infrastructure in the world that facilitates access for millions of passengers between Mexico and the United States. The expansion of its facilities will strengthen this competitive advantage,” she added.

Regarding the Mexicali airport, she mentioned that its waiting area will be expanded, together with improvements to its entrance facade and the installation of solar panels to contribute to the building’s energy sustainability. An investment of 1.613 billion pesos will be allocated to these upgrades.

She recalled that between 2020 and 2024, nearly 600 million pesos were invested in expanding this airport’s facilities and capacity. As a result, in 2024, it recorded a traffic of 1.034 million passengers, with routes to 9 national destinations and an average of 182 weekly operations.

She noted that Baja California has become the third-largest state in terms of Foreign Direct Investment (FDI), behind only Mexico City and the State of Mexico, representing 18.1% of the national total. As such, the airports’ development will strengthen the foreign companies’ interest.

“This is not just an investment in airport infrastructure but in the well-being of Baja Californian families. Every expansion creates opportunities for construction workers and airport industry employees. Every new air route and every new flight will translate into economic revenue and growth for the thousands of families who depend on tourism,” concluded the governor.
