While touring Baja California, Mexican President Claudia Sheinbaum Pardo and Governor Marina del Pilar Ávila Olmeda inspected the progress of two major infrastructure projects: the IMSS General Regional Hospital No. 23 in Ensenada and the elevated viaduct in Tijuana. These initiatives are part of a coordinated effort between federal and state governments to improve the quality of life for Baja Californians.
During their visit, President Sheinbaum and Governor Marina del Pilar went to the IMSS General Regional Hospital No. 23 in Ensenada, which will have 216 beds and 34 medical specialties, providing free, high-quality healthcare to thousands of families.

“We are working hard to ensure health centers and hospitals are in good condition. In June, we will inaugurate the first phase of this IMSS hospital— a promise made by President López Obrador, which we are keeping together with Governor Marina del Pilar. We are strongly focused on improving all health centers and hospitals,” President Sheinbaum stated.

The president also checked the progress on Tijuana’s Elevated Viaduct, a 10+ kilometer infrastructure project designed to enhance mobility, benefiting thousands of drivers and public transport users.
“The Tijuana Elevated Viaduct is a strategic project started by President Andrés Manuel López Obrador and now making progress under President Claudia Sheinbaum’s leadership. Along with the ‘Respira’ works in the state, these projects are transforming mobility, helping families spend less time in traffic and more time together,” Governor Marina del Pilar said.
President Sheinbaum announced further developments for Baja California, including a bypass on the Tijuana-Ensenada highway, a desalination plant in Rosarito, and the modernization of irrigation districts to boost agricultural production in Mexicali and Tijuana.
Governor Marina del Pilar emphasized that President Sheinbaum’s visit reaffirms the Mexican government’s commitment to Baja California, boosting strategic projects that improve citizens’ lives.
