Corredor 2000 Revamp Planned to Enhance Mobility Between Tijuana and Rosarito

This infrastructure and mobility project will be financed by the private industry and will include four toll lanes in the central section of Corredor 2000.

The government of Baja California has presented a project to improve connectivity and reduce travel times in the region: the expansion and restoration of Corredor 2000 in Tijuana, a key route that connects the cities of Tijuana and Rosarito.

A 12-kilometer toll road along Bulevar 2000 will be built through this project. This new road will feature four lanes in the corridor’s central section and will be built with high-durability hydraulic concrete to withstand the high volume of traffic, estimated at between 60,000 and 80,000 vehicles per day, with 30% of them being freight trucks.

Toll Road at Corredor 2000 Will be Licensed to the Private Industry

The construction of the toll lanes will be financed by the private industry through a license of up to 30 years. This means that a private company will cover the construction costs and operate the toll section during this period. At the end of this term, the state government will take over the toll lanes or will renegotiate an agreement with the company.

The head of Baja California’s Secretariat of Infrastructure, Urban Development, and Territorial Planning (SIDURT), Arturo Espinoza Jaramillo, stated that the construction of the toll lanes is expected to begin by mid-2025. Selecting the company that will handle the project will be carried out through a bidding process open to enterprises with the necessary financial solvency and a strong credit line.

“When preparing the bidding package, information about the types of vehicles that will use the road will be provided. Companies will be able calculate the pavement design and we will make sure that quality and safety standards are met,” explained Espinoza.

It should be noted that this project will not require any financial investment from the state. The toll fee for using these lanes, though not yet finalized, could be approximately $75 pesos ($4 USD) per vehicle.

Restoration Planned for Corredor 2000

The existing lanes of Corredor 2000 will remain part of the free state highway and will be maintained in optimal safety conditions. Restorations plans include better signage and asphalt restoration, according to Governor Marina del Pilar.

With the construction of this toll road, it is expected that freight trucks—representing a significant percentage of traffic in the area—will use this new route, reducing travel times by up to 75%. This will not only benefit freight transport but also relieve the free highway’s traffic congestion and improve overall mobility. Additionally, it will allow for a reduction in vehicular accidents and provide safer roads.

Furthermore, periodic monthly and semi-annual inspections will be carried out to ensure that adequate safety conditions are maintained.
