Staff from the 25th City Hall joined the Statewide Earthquake Drill in commemoration of the earthquake which occurred on April 4, 2010, in Mexicali and part of the prevention efforts promoted by Mayor Ismael Burgueño Ruiz of Tijuana’s administration.
At 10:00 AM, when the seismic alarm sounded, a total of 1,249 people—including public servants and citizens—evacuated the Municipal Palace in 6 minutes and 35 seconds, gathering at designated meeting spots with the assistance of 60 brigade members who led the activity, coordinated by the Municipal Civil Protection Directorate.

Municipal Ombudswoman Teresita Balderas Beltrán commended the organization led by José Luis Jiménez González, Director of Municipal Civil Protection, through the brigade members, who are part of several municipal departments and guided their colleagues to the designated safe zones during the drill.
“This exercise aims to identify areas for improvement and enhance response times, to raise our own awareness, and to treat drills as if they were real emergencies,” Balderas Beltrán stated.

Furthermore, the head of Municipal Civil Protection reported that the Firefighter Department, the Internal Brigade of the 25th City Hall of Tijuana, and staff from the Damage Assessment Unit of the Urban Development Administration (DAU), under the Secretariat of Territorial, Urban, and Environmental Development (SDTUA), carried out building inspections to verify structural conditions, ensuring the drill was as realistic as possible.
Jiménez González noted that this activity helps measure standards and drive continuous improvement. He also emphasized that, through his office, City Hall and delegation staff have been trained in seismic risk preparedness, first aid, evacuation, search and rescue, and fire response.

This Statewide Drill also included participation of officials from municipal delegations and agencies, with average evacuation times ranging between 50 seconds and 2 minutes.
